The official page is part of the permission
MAMEdev says H.R. Kauffman made the original Spectar ROM images available for free, non-commercial use and requires acknowledgement on the title page. The approved catalog limits public distribution to MAMEdev, so a normal link may preserve the flow but a mirror, proxy, cache, bundle, or one-tap fetch may not replace it.
A title name does not cover every set
