Use MAMEdev's free ROM pages with the right Android MAME version
Start at MAMEdev's Free Download index and open the individual approved page. Keep the file on MAMEdev, record its permission scope, title, short name, and source URL, then identify and audit it with the exact Android MAME build. The current official release is 0.288; a libretro or older core may use different definitions even when the official download is unchanged.
Do this in order

Open MAMEdev's Free Download index, choose one title, and continue to its individual official page instead of a mirror or ROM aggregator.

Record the title, rights holder or creator, free non-commercial scope, official URL, date reviewed, and the rule that distribution is limited to MAMEdev's site.

Download only from the approved page, preserve the original filename, and calculate a local SHA-256 for your own audit record.

Record the Android app, MAME or core identity, exact version, and game short name recognized by that build.

Run the target build's identification or `-verifyroms` workflow and resolve only named parent, BIOS, device, or CHD requirements from lawful sources.

Free is a scoped permission
MAMEdev says the listed games were released for free non-commercial use, and that the files are approved for distribution on its site only. The permission does not automatically allow another site, emulator bundle, cabinet, or app to redistribute them.
Keep the official page as the download surface. A local player can help the user import a file without turning the app into a mirror.
Official download and emulator build are separate facts
The rightsholder-approved file has its own identity and permission record. The emulator build has a separate database of short names, parent relationships, device sets, and hashes.
Official MAME 0.288 is the stable comparison point for this review. A libretro core called MAME, or a frozen Android port, can represent another generation and must be tested on its own terms.
Keep a two-part receipt
The rights receipt records who authorized what, where the file may be distributed, and when the page was checked. The technical receipt records file hash, target build, short name, audit, and launch result.
Neither receipt replaces the other. A technically valid set can be unauthorized, while an authorized download can still require a different build or dependency layout.
